ec2metadata does not properly specify the license

Bug Description

The ec2metadata script does not properly specify the license as it just refers to the GPL. However due to the large difference in license terms between GPL license versions it is important that the version of the GPL that applies be specified.

Additionally the source tree, and release tarball, should contain copies of the licenses that apply.

shoudl add a LICENSE file, you're right.
debian/copyright does show GPL-3.
