style guide on dashes vs underscores in cloud-init

Bug Description

Hello-

I am wanting to add some new fields to cloud-init and was wondering what the style guide is moving forward on dashes vs underscores. For example there is write_files but there is also ssh-authorized-keys. Which one is the preferred method?

I can submit docs on this once everyone has chimed in.

I'm pretty sure its underscores, the dashes are legacy from what I remember.
