Fetching from dirstate-tags to dirstate-with-subtree fails with smart server.

Bug Description

  affects /products/bzr

Bazaar will refuse to check out a dirstate-tags branch in a
dirstate-with-subtree shared repository:

$ bzr co bzr+ssh://bzr.debian.org/bzr/pkg-bazaar/bzr-svn/unstable
bzr: ERROR: Tags not supported by
BzrBranch5('file:///data/jelmer/bzr-svn/debian/'); you may be able to
use bzr upgrade --dirstate-tags.

sftp works fine:

$ bzr co sftp://bzr.debian.org/bzr/pkg-bazaar/bzr-svn/unstable
