Bazaar will refuse to check out a dirstate-tags branch in a
dirstate-
$ bzr co bzr+ssh:
bzr: ERROR: Tags not supported by
BzrBranch5(
use bzr upgrade --dirstate-tags.
sftp works fine:
$ bzr co sftp://
