PPA description

Packaging mutt with http://dev.mutt.org/trac/ticket/3167 for testing. Changes for specifying own set of support cipher suites landed in http://dev.mutt.org/trac/changeset/c46dfbdb5effa95846e69dceeab91a22c4ccad3a so backported to currently shipped version of mutt (already landed in main).
