Update the changelog file in the 0.48.x branch

Bug Description

As for Bug #637034 "Update (or remove) the changelog file in 0.91", the changelog file is very outdated in the 0.48.x.

I suggest we create a changelog file for the changes from 0.47 to 0.48 (Changelog-0.48) and one more for each minor release.

Command lines:
# bzr log -r tag:INKSCAPE_0_47_0..INKSCAPE_0_47_0 --gnu-changelog > ChangeLog-0.48
# bzr log -r tag:INKSCAPE_0_48_0..INKSCAPE_0_48_1 --gnu-changelog > ChangeLog-0.48.1
...
# bzr log -r tag:INKSCAPE_0_48_4.. --gnu-changelog > ChangeLog-0.48.5

In r10023 I renamed ChangeLog-0.48.5 to ChangeLog, otherwise "make distcheck" would not run.

~tweenk - Let's keep the report open until the branch is completely frozen so that we don't forget to update the Changelog file with the very latest changes.
